hi,ipsi()

The Chinese tone sandhis is complicated, indeed.I wonder if you know
“五度表音法”?That's the first tone is 55,second is 35, third is 214 and the forth is 51.

Anyway, i'll try to explain it.

In fact, tone sandhis mainly occurs on the third tone characters . There are 3 situations.

1. two third tone characters are together:
1.1 the former one becomes the second tone ,which is 35.
e.g.
你好 水果 了解 (214+214)→(35+214)

1.2 if the latter one is no-tone (轻声)but originally the third tone too, the former one
become the second tone (35) or half third tone (21)
e.g.
等等 想起 (214+neutral tone) → (35+neutral tone)
姐姐 奶奶 (214+neutral tone) → (21+neutral tone)

2. three third tone characters are together, two situations, which are related to the arrangement
of the words :
2.1 很勇敢 小老虎 (214+214+214)→ (21+35+214)
you see, 勇敢 and 老虎 are headwords.
2.2 展览馆 管理组 (214+214+214) → (35+35+214)
you see, 展览 and 管理 are attributes

3. before non-third tone characters, the third tone should become 21.
e.g.
首都 北京 (214+55) → (21+55)
海洋 语言 (214+35) → (21+35)
土地 鼓励 (214+51) → (21+51)
尾巴 宝贝 (214+neutral tone) → (21+neutral tone)

Difficult? It doesn't matter. If you have chance to speak chinese with native speakers, i think
you will grasp the Chinese tone sandhis sooner or later.

Thanks so far. But honestly, it does not really become 'artistic' only for the artistic

Thanks!

Agricultural production brings increasing pollution

www.chinanews.cn 2006-07-06 08:59:12

Chinanews, Beijing, July 5 C China has managed to use 7% of the worlds
territory to raise 22% of the worlds population. While the country has
accomplished a great task to meet the basic needs of its people, it also
pays a price, as pollution caused by agricultural production becomes more
and more severe in China now.
Gao Jixi, director of the Ecological Department of the Chinese Academy of
Environmental Science and Research Institute, made the statement Tuesday
at the Sino-Italy Environmental week.
He said that with large amount of agricultural production activities,
fertilizer has become the main form of chemical pollutants. At present,
China uses 41 million tons of fertilizer every year, or 400 kilograms of
fertilizer on every hectare of land, far exceeding the amount used in
developed countries, where the safety limit standard for fertilizer usage
is set at 250 kilograms per hectare.
The overly use of agrochemicals destroyed the ecological system and
biodiversity of the farmland. It caused pollution to the air, soil and
water. Chemical residue left in the plants become poisonous to the
livestock and people. Many agricultural products are returned or
forbidden to be exported, since their chemical residues exceed the safety
limit, causing an economic loss to the tune of RMB millions.
In order to solve this problem, Gao suggested promoting safe agricultural
production throughout the country. In light of the different situations,
different criteria should be set for the maximum usage of fertilizer and
agrochemicals. Farmers should also know the correct methods of using
them. In certain areas, environmental-friendly agricultural mode, such as
green foods and genetic foods, should be promoted in areas where they are
suitable.

RMB exchange rate against the US dollar expected to be lower than 8

www.chinanews.cn 2006-06-23 16:36:44

Chinanews, June 23 C RMB was traded at the central parity rate of 7.9975
to the US dollar in the foreign currency market among banks on June 22.
This has been the fifth time for the rate to be lower than 8 since
exchange rate reform.
An expert of foreign exchange trading said that it might be a good chance
for RMB to start appreciation. "The exchange rate of the yuan against the
US dollar might be lower than 8 in the future, and it reflects clearly
that the formation of the RMB exchange rate has more and more adopted the
market principle," said Yu Yi, a dealer from the Capital Operation Center
of China Industrial Bank.
Some experts said that the market had laid too much emphasis on the
lowered rate of RMB, and "it is harmful to the real changes and reform of
RMB's exchange rate. We dont have to pay so much attention to the
changes in exchange rate, or what we have done in the reform will be
useless. We should rather look at the way the exchange rate came into
being," said Zuo Xiaolei, the chief economist from Chinastock.
Zuo also said that the market should keep an eye on the effects of the
changes in the formation mechanism of the exchange rate, and if too much
emphasis was laid on the exchange rate, it would not follow the market
principle. The changes of exchange rate are the result of the changes in
the market, and that well explains why there have been more changes in
the exchange rate after the reform.

National defense lags behind economic growth

www.chinanews.cn 2006-06-05 13:28:25

Chinanews, Beijing, June 5 - "In the past 27 years, China has achieved
remarkable success and progress in the construction of its economy.
However, very few people are aware that China's development in the area
of national defense has lagged behind its economic growth significantly,
resulting in the emergence of an uncoordinated development between its
national defense and its economy," said Hu Angang, a renowned expert in
national scenarios in China and a professor from Tsing Hua University,
expressing his worries regarding the situation.
The basic national scenario for China is that it has a large population
and a vast territory, with a 9.6-million-square-kilometer land area and a
3-million-square-kilometer ocean area. It borders over ten countries and
its borderline extends to tens of thousands of kilometers, while its
coastline is 18,000 km in length. If China wants to meet the minimum
requirement of national defense construction and national security, it
should spend at least two to three percentage points of its GDP on
national defense. From 1992 to 2002, China's expenditure on national
defense only took up 1.6 to 1.62 percentage points of its GDP. Among the
seven big countries with over 3 million square kilometers of land area in
the world, China's expense on national defense is considered relatively
low.
In the interview with Hu Angang, he indicated that China's national
defense will be greatly reinforced and its goal of strengthening military
power with science and technology will be realized, if China can
gradually increase its proportion of GDP spending on national defense to
a reasonable and appropriate rate. China can increase its proportion of
GDP spending on national defense in two steps: first, raise the current
ratio from 1.6 to 2% and second, make it reach 2.5%. As far as China is
concerned, such a ratio would be basically appropriate but it would be
regarded as moderate or low based on an international standard.
This economist said that China's economy has maintained rapid growth
since 1996, and its proportion of fiscal revenue as well as total
government revenue in relation to its GDP has clearly gone up. He added
that China possesses the conditions and is now capable of offering
necessary and timely compensation to the army for its contribution in the
past 20 years to protect the overall situation of national economy
construction. It is necessary and possible for China to spend more on
national defense to fortify national defense construction and accelerate
modernization of its national defense. This is not only in tune with
China's core national interests but also a boost to economic growth.

Chinese &foreign delegates start talks on IPR

www.chinanews.cn 2006-05-31 17:11:25

Chinanews, Beijing, May 31 (By Sun Zifa) - Officials from Embassies of
the United States, France, South Korea and Thailand in China and
representatives from foreign enterprises in China including Microsoft,
Intel, IBM and Honda were invited to attend a gathering at the State
Intellectual Property Office (SIPO) on Tuesday afternoon and participate
in face-to-face talks with Chinese officials on the issue of intellectual
property rights (IPR).
This is the first time that Chinese officials invited foreign officials
and foreign enterprise representatives in China to start face-to-face
talks on the IPR issue at the event known as "Business Communication
Session of SIPO."
According to Chinese officials, this session on IPR will be held in the
future at least once every six months at an appropriate time. The session
aims at enhancing the degree of transparency of SIPO's work and
efficiency so as to provide IPR-related public services in a better way.
At the first Business Communication Session of SIPO convened on May 30,
foreign officials in China and representatives from foreign enterprises
in China focused on issues such as shortening the period of patent
censorship, revision of the "Patent Law" and the handling of patent
infringement.
Chinese officials answered all questions posed by participants and also
revealed that 20 special research projects undertaken for revision of the
"Patent Law" have been completed in February with 37 reports submitted.
Based on these research results, SIPO will put forward a revised draft of
the "Patent Law" to the State Council by the end of this year and strive
to include the law in China's legislative calendar next year.

Beijing Olympic venues impress IOC commissioners

www.chinanews.cn 2006-05-18 16:26:38

Chinanews, May 18 - Commissioners from the International Olympic
Committee (IOC) attending the sixth plenary session of the IOC
Coordination Commission for the 2008 Olympics in Beijing inspected
several Olympic venues including the National Stadium and the National
Swimming Center which are under construction on the morning of May 16 and
lavished praises on the progress of the venue construction.
"The changes are remarkable. Obviously, Beijing and the Beijing
Organizing Committee for the Games of the XXIX Olympiad (BOCOG) have done
a lot of work," said IOC Coordination Commission Chairman Hein
Verbruggen. After the inspection, Verbruggen rated Beijing's Olympic
venue design and construction as extraordinary and added that athletes
will be the major beneficiaries of these extraordinary venues.
Wu Ching Kuo, an IOC commissioner from Taipei, participated in the
appraisal and examination of the design scheme for the National Swimming
Center and thereby cherished a special feeling to the "Water Cube." On
the construction site of the "Water Cube," Wu carefully inquired of the
person in charge of the construction site about the environmental
protection measures of the venue. Wu indicated that the "Bird's Nest" and
the "Water Cube" have avant-garde design concepts. He said that
architecture is part of culture believes that the Beijing Olympics will
be a perfect demonstration of the Olympic architectural culture. Wu also
suggested that Beijing attach great importance to venue operation and
management and considers it a very important measure for Beijing to start
training service personnel in related venues.
After-game utilization of the venues remains one of the major concerns of
IOC. At the construction site of the Olympic Park, commissioners of the
IOC Coordination Commission listened to the person in charge of the site
on the archery range, hockey stadium and tennis court. Hearing that the
archery range and hockey stadium will be dismantled after the Olympic
Games and rebuilt into greenbelts, Verbruggen and IOC Coordination
Commission Vice Chairman Kevan Gosper nodded to show their praise for
this measure.

China to conduct inspection of Yangtze River dolphin

www.chinanews.cn 2006-05-15 16:43:55

Chinanews, May 15 (By Jiang Jinming) - Reporters learned from the Wuhan
research institute of aquatic organism under the Chinese Academy of
Sciences on April 14 that starting this November, the institute will
inspect the Yangtze river dolphins in at the middle and lower reaches of
the Changjiang River and the Yangtze finless porpoises at the entire
reaches with the help of a Swiss Yangtze River dolphin protection fund.
It will be the first all-round inspection of the Yangtze River dolphins,
one of China's national treasures.
Yangtze River dolphins live in the middle and lower reaches of the
Yangtze River. This precious aquatic mammal species is one of the four
dolphins that live in freshwater, unique in China and among the most
endangered in China and even in the world. Such dolphins numbered more
than 400 in the early 1980s but decreased to less than 100 in the mid
1990s and there are only tens of Yangtze River dolphins now.
Hubei TV reported that earlier this year, dolphin experts of China,
America, the UK and Switzerland conducted a nine-day preliminary
investigation into several segments of the Changjiang River but have not
found any Yangtze River dolphin yet.
It is learnt that the main purposes of preliminary researches are to find
out the number of Yangtze River dolphins, establish a new way of
freshwater dolphin investigation applicable to the river's environment
and make a detailed plan for the inspection of dolphins in the whole
Yangtze River this November.

SAFE: overly large surplus reflects accelerating overcapacity

www.chinanews.cn 2006-05-05 14:56:00

Chinanews, May 5 - In recent years, China's balance of payments has
experienced an increasing surplus. The surplus was US$223.8 billion in
2005, rising 3.3 fold over that of 2001. The Sate Administration of
Foreign Exchange (SAFE) stated recently that this implies certain
imbalances existing in domestic economic operations, such as comparative
overcapacity, have been aggravated.
SAFE indicated that the balance-of-payments position is a reflection of
domestic economic operations on the external economy. The proportion of
China's current account surplus to gross domestic product (GDP) increased
from 1.3% in 2001 to 7.2% in 2005. Current account surplus not only
reflects that national savings are greater than domestic investment, but
also reflects that gross output surpasses total demand, which means
comparative overcapacity.
According to the 2005 balance-of-payments report published by SAFE,
though China's investment demand has grown rapidly in recent years,
national savings have increased even faster, therefore the gap between
savings and investment has continued to widen, resulting in the current
account surplus. It is estimated that China's investment rate (domestic
capital formation to GDP) rose from 38% in 2001 to 46% in 2005. The ratio
of national savings (national savings to GDP) hiked from 40% to nearly
50% in the same period. China's national savings, including household
savings, corporate savings and government savings, have all seen
relatively rapid growth in recent years.
In addition to the surging current account surplus, China's capital and
financial accounts have also maintained surpluses and direct investment
has risen steadily in recent years. In the 10th Five-Year Plan period
(2001-2005), China absorbed US$270 billion of foreign direct investment
(FDI), ranking No. 3 in the world and No. 1 among developing counties.
This not only signifies the great superiority of China in attracting FDI,
but is also related, to a certain extent, to policies that encourage
foreign capital influx. Moreover, owing to the underdeveloped financial
market in China, some domestic enterprises have to seek financing
overseas, which intensifies the foreign capital inflow to some extent.
